For the best proportions, the width of your table lamp shade should be the same as the height of your lamp base from the table to just below the bulb socket.  Also consider the circumference of the lamp base at its widest point: if twice the circumference is greater than the height, you can choose a slightly larger shade and still have balance.  If it's less, you can choose a slightly smaller shade.
